Yes,you can apply for counseling provided you have secured the required marks in class 12.Although,with your marks it will be very difficult to get admission in any college.

You can apply for the jee main counselling. Condition being that you must have the required percentage in class 12. If all the eligibility criteria is fulfilled then you can go for the counselling.
