As you have not mentioned your category so the chance with 65 percentile score in jee mains is not good if you are a gen/obc/ews category and you can not fill the jee advanced form. If you are a sc/st/pwd candidate then, yes you can fill the jee advanced form attaching your category certificate.
And if you are willing to participate in jossa counseling then go for it. Because any student who has given jee mains 2020 can participate in jossa counseling 2020. It doesn't matter that you have qualified jee mains or not. You can participate in jossa counseling.
