As you have got 83 percentile in the JEE MAINS,it is not a bad score.Also as you are from General category,there are very less chances of getting a goverment college with this percentile.But if you want,you can apply for the private college and universities which gives admission on the basis of JEE MAINS and also other separate entrance exam.
