I have given my first JEE in 2020 and now i want to again reappear for JEE mains and advance 2025 by registering myself in NIOS class 12th , can i give jee(2025) as class 12th appearing candidate ?

Although you are not eligible for JEE Advanced 2025 because your first attempt was in 2020 and Advanced only permits two attempts in two consecutive years after 12th grade, you are still able to appear for JEE Main 2025.
