I don't know which counselling you are talking about. If you are not wiling to get the religious minority or if you don't have the certificate, then you may not produce the certificate of minority. Now in some examinations such as JEE MAINS, if one fails to produce the some certificate regarding the reservations then he/she have to produce an affidavit. So I would recommend you to check if there are such criterions. If there is such criterion then you have to produce the required document as prescribed in order to not availing the reservation status.
