i have got 38 percentile in jee mains. Can I get admission anywhere on this marks?

With this percentile you won't be able to get any good colleges or i can say any averages colleges too.
Only option left for you is to try in any Private Institutions in your State which conducts their own Entrance or you can try some premium Private Universities like VIT, SRM or Manipal.
