I have got 82005 rank in VITEE 2019. Can i get computer science.

Its reaaly difficult for you to get CSE at VIT Vellore and VIT Chennai .
You can try for other VIT campus like VIT Amravati and VIT Bhopal.
You might get CSE or any branch in them.
