I have got a seat in first round, accepted it and opted for float. Now if I don't get a seat in the second round, can I again opt for float?

Yes u can opt for float unless ut the end of thr counselling procedure.

What if I allotted upgraded seat in second round and want to go with first allotted seat . Will my first allotted seat get cancelled

Yes you can choose options till last round of counselling.
