I have pcb stream in class 12 and one additional subject typography I got compartment in biology but pass in marksheet because of additional subject if I give 2nd compartment next year in march 2021 can I apply for neet 2021 and in neet councelling ?

Yes if you cleared the biology compartment exam then you can apply for the counselling rounds for neet ug courses.
Prepare well and try to score as much marks as possible as next time when you will give neet again them you will have revision of all the topics properly.
