that totally depends on which college you are apply in Himachal Pradesh there are some colleges that do not accept JEE mains exam and have their own entrance exam
while majorly JEE main exam is accepted in the state,
you need to visit the college site that you are interested in and verify that if they take the JEE mains exam for selection process.

You need not fill any application form for getting admission in Himachal Pradesh at the time of jee application. Once you give your examinination, come out with results, then you can apply for the counselings, if not visit the College if the College has direct admission process. So, your college selection will be done based on your score and you will get admission into the based based on merit list of the students
