If someone applied as under GENERAL category in jee mains, can he apply under EWS category in jee advance.

You don't have to worry. If you want to appear in JEE Advanced Exam you will get a chance of re-filling the exam form. At that time you will have to upload a scanned copy of the certificate of the category you have applied for. So you can fill the category as EWS at that time.
But I recommend you to mail the respective JEE MAIN authorities to allow you to change the category.
