  ⇒ $ 60a = 75b$
  
  ⇒ $b = \frac{4a}{5}$
  
  $\therefore$ Required percentage = $[\frac{(a-\frac{4a}{5})}{a}] × 100=\frac{100}{5}= 20\%$
  
  Hence, the correct answer is 20%.
