UPSEE exam is a state exam . So it is your state rank. All students give this exam and conducted in Uttar Pradesh. Counselling is done on the basis of the general rank. It matter what is your general rank. You will get benfits if you are in OBC/SC/ST category. So go through it properly . It is organised every year.
