Hello dear
Not at all .( If you wanted to pay whole fee )
Income certificate provide you fee relaxation according to your income .
Like in nits if your income is less than 2 lakh you will get 100% tuition fee waiver .
1-5 lakhs will get 2/3 of fee .
Sc/ St also get 100% fee waiver.
So if you do not have any income certificate proof; you have to pay full fee.

Hey !
Income certificate is compulsory for JEE Mains counselling if your annual family income is less than 5 lakhs per annum. For Fee remission income certificate of the students will be checked.
