It is not necessary to have a guardian with you while the process of counselling ,but there may be some papers that you need to get signed by your local guardian, if you don't have any legal guardian then you need to inform the conducting authority ,while filling the form.
No, it is not necessary to bring your parents at the time of JEE Mains counseling. There is also no such rule mentioned by JOSAA.
At the time of Counseling you will be given a paper where your parents signature are required, but you can easily bring that paper home and get it signed. But if you don't have a legal guardian, then you can talk with the authorities at the time of Counseling. There is no such problem.
