A competent authority is any person who has the authority or power to perform a designated function. So if an authority is delegated to perform a certain act. Same goes to tahsildar who is incharge of obtaining taxes from a tehsil with regard to Land Revenue.
So, Tahsildar comes under Competent Authorities.
