Yes there are many private colleges offering fees concession for low family income students. If the family income is less than 2LPA, so they will provide them scholarship.

Also, Some private university provides scholarship on the basis of 12th marks. In Some states, scholarship are also provided by  state government in private university. In Amity University Uttar Pradesh, UP Govt. provides some meritorious students who belong to low income family scholarship amount.
