Ankur, I will list down the top colleges your brother can get admission in under JEE Advance. This is based on his rank and previous year cutoffs. You can try for admission in these colleges (decreasing order of preference):-

• IIT Bombay
• IIT Delhi

But again it depends on the number of students who appeared for the exam and as well as the difficulty of the paper.
