Thanks for asking your query,your cml rank is very low but you have crossed your category percentile therefore your eligible for counseling.I would suggest you to attend the counseling of josaa and you can get the domicile benefit in Bihar because from this year colleges of Bihar are taken under Jee mains.

Yes.....you have a chance to get admitted in one of the govt. College under BCECE. Since, you belong to SC category, you have a chance, but one of the best college under BCECE demands good percentile , so it's usually difficult to get in there.
But you still have a chance ... participate for the counseling process..

Also...you may get MIT Muzaffarpur (one of the best college)..but chance are low
