Hey! with a rank of 14k it depends greatly on the quota you have got and wheteher you are home state(HS) or other state(OS).
14k ran is bit much to get into governmemt college if taken ranks of previous years in consideration.
But don’t disheartened, JEE does a CSAB PROCEDURE after the normal 7 rounds.There’s a lot of chance that you could get a seat in govt. college there!
