my sister got 74 % in jee mains 2019 under bc category ,can i get seat in NIT?

Sorry to say but it would be very difficult for you to get a seat in NITs with 74%ile.
To get into NITs more than 95 %ile would be required.As of now nothing is specified by the college but still 74% ile is too less to get NITs.
I would suggest you to prepare for JEE again and appear in April so that something can happen.
