Since you have been looking for a college which have good international tie ups as well as it does not consider JEE scores. In that case you must look forward towards the top private colleges. The government colleges which do not accept JEE main score or have their own entrances generally do not have good global connections or student exchange programs with the exception of few. So I would recommend following colleges where you can get the opportunities for masters abroad:

Each of the colleges mentioned above have a their own entrance examination and currently under top 50 engineering colleges as ranked by ministry of human resource and development.
