No, jeans are not allowed and is strictly restricted for NEET examination

.
2nd question:

If you t-shirt is plain with no design's and half sleeve then you are allowed inside the examination as full t-shirts and design patterns are restricted

.
3rd question:

No, jogger's aren't allowed, your pant shouldn't have any kind of knee pocket or any kind of stylish zips buttons on it. If you have plain jogger with no knee/thigh pocket, zips , button and then you are allowed
