Usually, admission in B.Tech. courses is mainly on the basis of entrance in almost every good institute. Government colleges have low fee in courses, and those institutes give admission on the basis of JEE (Mains) and JEE (Advanced).
No college gives admission on the basis of class 12th merit. Class 12th marks are surely an additional criteria to determine rank of students and admission in the institute.
I would suggest you to prepare for entrance examinations which will open lots of options for you.
