Hello Sweta,
Yes, You can take admission in state Government colleges through JEE mains marks and board percentage. Top20 percentile, here, simplymeansthat to give JEE Advanced Exam you should be in top20% of the students who gave the same Board exam as yours in Class 12 in that year, that is, percentage of at least 80% students of that Board in that year should be less than yours.
