Yes, you can definitely appear in NDA -2, even if you haven't appeared in NDA-1 provided you fulfill its eligibility criteria given below:-

For army :- you need educational qualification of 10 + 2 in any stream.
For navy and Airforce :- To need qualifucation of 10 + 2 with Physics and Maths .
††12th board examination appearing students are also provisionally eligible .
