If you have not made the payment yet, you can edit this by modifying your registration . There will be an option "Modify" in registration page ,which you can use twice to change details, but remember only twice ,after that no more changes can be made. If not then as SSC does not allow any correction after submitting the application and paying the fee,  you have two options , either as you said you can put in a new application with different phone number and mail id,or you can go ahead with this one and clear the general category cutoffs in all rounds.
