In Merchant Navy there are two fields to join as one is a Deck Department and other one is the Engineering Department. So, first you need to choose which field you want to join.

As far as you're asking for best college the best one according to the placement are as follows

1. TOLANI MARITIME INSTITUTE, Pune 

2. MARINE ENGINEERING AND RESEARCH INSTITUTE, KOLKATA

3. ANGLO-EASTERN MARITIME ACADEMY

After clearing IMU-CET you have to apply for the counselling for the colleges affiliated to IMU and for private colleges you need to apply separately on their site.

Yes assurance is not there you really need to work hard and study to get into good company. I will suggest you to first check the placement scenario before taking admission in any college.
