    Why does salt dissolve in water but not in oil?

    Water is a good solvent. Salt dissolves in water because water molecules can surround and break the salt into tiny particles. Oil is a thick liquid and does not have this ability, so salt stays undissolved. This is why water is called a universal solvent.
