There is a certain criteria regarding the category certificates of students who avail the benefit of any quota which is your certificate should have been issued after 1 April of the respective Year in which you are appearing for JEE Mains/Advanced.

So, you can apply for it in April as it won't take too much time to get the certificate if you are eligible and have all the documents ready. Moreover, you will need the certificate at the time of counseling or when you will be asked to report to the college for document verification.

Document verification usually takes place at the college you have been allotted but since everything is in online mode due to covid, the verification could take place through online mode.
