There're number of universities which I've mentioned below with their eligibility criteria-

Gauhati University, Guwahati

Eligibility Criteria-

The selection of students is purely on the basis of entrance test only.BA in the (10 + 2 + 3) pattern with Major / Honours course in the concerned subject or BA in the (10 + 2 + 3) pattern with a general pass course with at least 45% marks in the concerned subject as well as in aggregate or equivalent CGPA. 

Aligarh Muslim University, Aligarh

Eligibility Criteria-

Admission is based on Departmental Test.Candidate must be passed BA (English) or BA (Communicative English) with at least 50% marks in aggregate and in English/Communicative English separately.

HM Patel Institute of English Training and Research, Anand

Eligibility Criteria- Admissions are centralized and merit based as per the norms of Sardar Patel University. The students need to have a B.A. with English as the principal subject for M.A. (ELT); the students need to have secured at least 40% at their B.A. external Examinations. Those who have already passed M A English can also apply for a second degree.

There are also universities who provide this course in distance mode like EFLU Hyderabad, NSOU, PSTU, but as you can see mostly all these emphasized on either having studied English Major at a graduation level or having studied at least 300 marks in English/ Linguistics at graduation level, like in case of NSOU, this rule is followed.
