Here, the option A is correct. Velocity depends on frame of reference.
Lets understand this with the help of an example, I am moving with a velocity of 10 km/h, at the same time you are moving in similar direction as mine with a velocity of 12 km/h. Now, if see than you will seem to be moving with velocity of (12 - 10) = 2 km/h. And you will notice my velocity as -2 km/h. Here, the frame of reference has played an important role.
