If you are in first year diploma electrical engineering, then you can change and get admission directly for second year in other colleges, but you can't get admission if you are trying to come after or in between 2nd year. You only havenone chance that is after 1st year and take admission for 2nd year. After that, you won't be able to pursue engineering B.Tech course.
