As per eligibility criteria upper age limit for NEET 2019 has been removed so do not worry about that because you are eligible.

Earlier NEET exam had an upper age limit which was set to 25 years of age but now the age limit has been removed and the minimum requirement to be eligible for NEET Exam is -
- The candidate must be minimum 17 years. No maximum age limit.
- The candidate must qualify class 12th exam with Physics, chemistry and biology/ biotechnology as main subjects.
- The candidate must score a minimum of 50% in qualifying examination.
The candidates having done, a 3 year degree course in sciencer related subjects are also eligible but they need to make sure that they fulfill the basic requirement of class 12th.
So yes March 1995 students are eligible if the fulfill other criteria.
The application forms have closed for this year. The last date was 7th december. If you have missed out the application then you need to wait for the next year NEET 2020.
