As far as I know you can apply for  a seat even in private colleges for other states only via AIQ counselling under private and deemed universities. Applicants seeking admission to UG medical and dental courses have to meet prescribed Punjab MBBS 2019 eligibility criteria. The key eligibility criteria of Punjab MBBS 2019 is that one has to meet age limit, domicile, and academic requirements

the candidate must be a bonafide resident of Punjab. However, the following candidates can also apply:

• Candidates who are sons and daughters of late employee of Punjab Government/Central Government/All India Services.

• Children of late employees of military/ex-military/ paramilitary forces, born in the territory of Punjab.

• Children of defence personnel posted in Punjab.

• Minority and NRI candidates may also apply
