If or not you can apply for counselling for state quota admission in other states will depend upon the rules of the respective state.

As for Delhi, yes you may apply for admission in Delhi, but you will be considered for admission in Delhi MBBS courses only under All India seats and not those reserved for canidates of Delhi Region.

If you wish to know about other states in which you may or may not be eligible to apply, please specify those states in which  you want to apply under State Quota and I will try to give you the information on the same.
