Once NEET releases the cut offs and final merit list, AFMC also will release its own cut offs allowing to qualified candidates to register. Now registration is online. So only qualified candidates can only apply for AFMC counselling process. So unless you are qualified, you wont be shortlisted even if you fill in the application form. Unless you are shortlisted, you cant take up TOELR or Psychological Assessment or Medical Fitness test either.
