If the government is allowing you to write the exam, obviously it will allow you to get admission into Indian Institutions teaching medical sciences. 

To answer your question, more specifically, yes, you will be eligible to avail seats under all India Quota. 

Just remember that different colleges have different fee structures for foreign students.
