No you will need to retrieve your certificates from there and again we deposited in the new college as usually the case
regarding fees I do not know about the transfer of money directly but as far as I know you will need to pay the fees all over again in the new college you get admission to
regarding what amount of money will get refunded to you for leaving your admission on boat extra money you would have to pay to quit the course you are already into you need to speak to your respective college authority
