Hii!
Yes, laptops and gadgets are allowed in the campus along with the mobile phones, as long as they are being used for educational purposes and valid reasons. And the VSB College campus also provides free WiFi for the students and staff. So, you don't need to worry about it.

but in hostel rules pdf it was written that no mobile phone are allowed!!!

Swami it is usually written, but applicable mainly for higher secondary students. But, as you know, today's age of technology, so, no one can reside without phone. it must be allowed.
