As per your query  if you had failed in  has not qualified/failed in practical/internal assessment he shall have to appear in theory and practical/internal assessment both irrespective of the fact that she has already qualified/cleared the theory .

They are consider everything bit by bit but if you cleared exam then dont be worry for that .
