It depends on your admission as English is a Common Language if u taken admission in English College then u might not need German Language.
But If u taken in German College u will require German Language.

Usually it depends from university to university but for the Student visa, you need a minimum of A2 level ( certificate from Max Mueller Bhavan).

If you are beginners just know little bit there is no need of knowing whole about this language. Later know you will learn .
