You have mentioned that you are from OBC category and have OBC NCL certificate. You can fill the NEET application form with either of the two OBC / UR. You have the OBC Non Creamy Layer certificate so you can fill OBC option to avail the benefits of this category. It doesn't matter much if you have the certificate of OBC NCL because lastly you have to show the certificate only as a document of proof.
