Yes, you can apply for a masters program in Canada if you have the official transcripts for the last completed qualification. That means that the transcript must be issued from the concerned educational institution with the signatures from the required authorities. 

Upon selection to program, however, you will need to submit either the final degree or mail a stamped and sealed envelope containing the official transcripts to the concerned university for enrollment.

Therefore, you can apply without the complete result, but for enrollment and admission, you will need to submit the complete documents.
