As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With UR category and  513 marks, you might not get any government college through All India quota. But, you have  high chances of getting a decent government medical college for MBBS/BDS program in your state through state quota. Some colleges you might get-

• Gauhati Medical College, Guwahati: cutoff-477 marks
• Assam Medical College, Dibrugarh:427 marks
• Silchar Medical College and Hospital, Silchar:438 marks

If I consider the previous year data .Then you have good chances of getting admission in any of the government colleges in assam through state quota .Previous year minimum marks for a general candidate was 420 for tezpur medical college.
