Yes You can get seat From All India Counselling but I would recommend you to try for state counselling as for a student of same state is given preference then others. But nothing is confirmed That You will get MBBS IN government College Maybe You might get BDS or BAMS. You can try the link below for getting an idea

With 542 marks and belonging to sc category I think you might get govt medical college through state quota in up amd through all india quota also.  You have scored amazing marks and olus you have reserved category so you can get govt College all over india. However some states have like Rajasthan Kerala Delhi have higher cut off as compared to others. I mentioned a link below which can help you.
We are predicting this on the basis of previous year cut off trends. We. Are not sure about this year cut off as it changes every year depending on no.of candidates, no.of seats and difficulty of exam. So hope for better result this time.
