As you are non localite in Andhra Pradesh you are not eligible for fees reimbursement in Engineering colleges of Andhra Pradesh.

You need to pay the Tuition fees and hostel fees if take up a seat in engineering College in Andhra Pradesh.

As your home state is telangana so the telangana government wil give you the reimbursement only if you are eligible for fee reimbursement i.e.., your annual income should be less than 1lakh and need to have income certificate approved by the government.
All that will be mentioned once your seat in any college the fee reimbursement will present on the seat  allotment letter.
