It depends upon the nature of the counseling. Some counselings are free of cost and you will only have to pay the fee for college registration. In some cases, the amount is paid first to enter into counseling procedure, however, if no seat is allocated then that fee is returned.
In some cases, you just have to pay a fee anyway. This fee is for the counseling only, and you will not get it back even if no college is allocated to you.
