Neet counseling will start from 12th of June. You can register their for AIQ. Many states will start their own counseling from 25 June tentatively. Keep an eye on them

There is nothing to register separately for all India quota. The exam is only a national wide conducted exam but the counselling dates notifications will be released look for the dates.
