No it's doesn't make you eligible for the 85% state quota for Himachal Pradesh as the condition for domicile certificate says

• A person who is residing in the State for a period of 15 years.
• A person who owns a place of residence in the State.
• A person who owns a residential property but located elsewhere due to employment reasons.

I am sorry but you cannot avail state quota from two states simultaneously. And anyhow you are not eligible for the Himachal Pradesh state quota. I hope this was helpful
